Bullet Buys: Fifteen members of Congress have written a letter to the Department of Homeland Security demanding to know why the federal agency is buying so many rounds of ammunition. We'd like to know too.

Freshman California Republican Doug LaMalfa and 14 of his House colleagues, who signed on to his March 5 letter, are asking the Department of Homeland Security to explain why it is buying 1.6 billion rounds of ammunition of various calibers. They aren't happy with explanations provided so far in the press by lower-level officials, answers meant to debunk "unfounded" concerns.

As we have noted, DHS has been buying lots of ammo, enough by one calculation to fight the equivalent of a 24-year Iraqi War.

Peggy Dixon, spokeswoman for the Federal Law Enforcement Training Center in Glynco, Ga., told the Associated Press that the training center and others like it run by the Homeland Security Department use as many as 15 million rounds every year, mostly on shooting ranges and in training exercises.

The massive purchases are said to be spread out over five years and due simply to the best practice of saving money by buying in bulk what comes down to five rounds of ammo for every man, woman and child on the U.S. That's a lot of practice and training.

A good portion of the 1.6 billion rounds of ammunition are being purchased by Immigration and Customs Enforcement, the federal government's second-largest criminal investigative agency. Yes that's the same ICE that is releasing detained criminal illegal aliens onto our streets because of sequestration cuts.

Jonathan Lasher, the Social Security Administration's assistant inspector general for external relations, explained the purchase of 174,000 hollow-point bullets by saying they were for the Social Security inspector general's office, which has about 295 agents who investigate Social Security fraud and other crimes.

When they say they're cracking down on waste, fraud and abuse, they apparently mean it.

However, as former Marine Richard Mason told reporters with WHPTV News in Pennsylvania recently, hollow-point bullets (which make up the majority of the DHS purchases) are not used for training because they are more expensive than standard firing range rounds. "We never trained with hollow points, we didn't even see hollow points my entire 4-1/2 years in the Marine Corps," Mason said.

LaMalfa offers one theory that's less sinister than some: The federal government is simply trying to corner the market on ammo and restrict what's available to the American people as part of its gun control efforts.
There is an apples/oranges thing in the last paragraphs. The Marines are military and thus fall under the Geneva Protocols (Convention) banning expanding rounds from the battlefield. civilian agencies, such as police and letter-agency pistoleros, are under no such restriction. cn

4. Please describe how DHS (and its component agencies) plan to use this ammunition. How many rounds are allocated for training? How many are allocated for operational use? How many rounds are allocated for other purposes?
CBP: Approximately 70 percent of CBP ammunition is used for quarterly qualifications, mandated firearms training, advanced firearms training, as well as testing and evaluation. Twenty percent of CBP ammunition is allocated to maintaining CBP’s operational posture. This includes rounds for duty use, as well as for maintaining CBP’s special response teams. The remaining 10 percent is dedicated to maintaining ammunition reserves at both the national and local levels.
FLETC: All FLETC ammunition is purchased, distributed, and used for law enforcement training. No ammunition is allocated for operational or other use.
NPPD/FPS: FPS allocates 1,000 rounds of ammunition per firearm per year for quarterly qualifications and training, to include advanced firearms training exercises, as well as ammunition to support law enforcement operations.
ICE: ICE allocates 1,000 rounds of ammunition per firearm per year for quarterly qualifications and training, to include advanced firearms training exercises, special response team training, and ammunition to support law enforcement operations.
TSA: Approximately 21 million rounds of TSA’s current inventory are reduced-hazard, lead-free frangible training ammunition, which is used exclusively for training. The remaining rounds are duty ammunition, which are used for both training and operational purposes. Overall, approximately 35 percent of TSA ammunition is allocated for operational use (qualifications and duty carry). Fewer than 100,000 rounds are used for other purposes annually, including firearms testing and evaluation.
USCG: USCG allocates its ammunition inventory for Non-Combat Expenditure Allowance (NCEA) and ship-fill purposes. The NCEA, available to both shore units and cutters, is used for training and for non-defense operations including maritime law enforcement operations. USCG ship-fill allowances are specific to cutters and are designed for use on defense operations. January

USSS: USSS plans to use the above mentioned ammunition for training, research, and operational use as needed to maintain professional firearms proficiency. Based on a review of recent historical data, USSS plans to allocate approximately 60 percent of the ammunition for training, 38 percent for operational use, and 2 percent for quality control testing of all ammunition and function firing of all new and repaired weapons.

smoking cocaine is not new, it has been around for a very long time, but smoking powder cocaine is a pain in the butt. cooking the coke with talc and baking soda to "rock it up" was not invented by the CIA nor does anyone smuggle rocks. smokeable rock cocaine was invented by freebasers, to make freebasing easier.

powder cocaine is shipped to various locations (due to the supply and demand mechanics of the free markets) where it is subsequently rocked up for use by crackheads, which allows the sale of impoure heavily ammended coke to sell in small easy to handle units which actually makes MORE profit than selling powder cocaine, since the purity of said cocaine is eaiser to test.

DHS has in fact acquired these vehicles and the expense is bourne by DHS not the USMC, and th evehicles will be operated by DHS onn the streets of the USA, so the subtle distinctions are again used to conceal the fact that the DHS HAS ACQUIRED APC's. for us within the US, and HAS contracted out for BILLIONS of rounds, and HAS contracted out for a new compact automatic carbine chambered in 5.56 nato, but it's all lies because alex jones cant keep the details straight.

funny though, i got these reports from Rueters newswire when they were still just "rumours" not from alex jones. tom sullivan (syndicated radio host dealing mainly with financial matters) was chatting about the bullet buys, the apc's and the machine guns on the radio 2 months ago, and he got it off AP and other news services, not from alex jones.

and the reports all said "DHS Bought Tanks!" in their headlines. so the "legitimate press" can put out a lie, then call everybody else liars because THEY put out the false story in the first place?

riding in a personnel carrier over rough terrain often feels more like a trip through a juicing machine than transportation. even on city streets that are less than Optimal.
