Well, I don't know about that. It seem to me the sheep are being stanpeded again by the Press. It's like Lucy and the football. And everyday a new pack of teens wake up and think, without any effort, THEY have it figured. I know I did, and so did Che.

What I figured out is this a muti-generaltional, 4D puzzle. And the people that know are writing the memoirs, for $$$ and they still have a big stake in seeming Partisan.

I see enough about the back rooms now, to know, the real power players are not partisan but they use it as a tool to sway the national dialog to the pretense of Party. It is funny until it gets bloody.

CBP: Approximately 70 percent of CBP ammunition is used for quarterly qualifications, mandated firearms training, advanced firearms training, as well as testing and evaluation. Twenty percent of CBP ammunition is allocated to maintaining CBP’s operational posture. This includes rounds for duty use, as well as for maintaining CBP’s special response teams. The remaining 10 percent is dedicated to maintaining ammunition reserves at both the national and local levels.
FLETC: All FLETC ammunition is purchased, distributed, and used for law enforcement training. No ammunition is allocated for operational or other use.
NPPD/FPS: FPS allocates 1,000 rounds of ammunition per firearm per year for quarterly qualifications and training, to include advanced firearms training exercises, as well as ammunition to support law enforcement operations.
ICE: ICE allocates 1,000 rounds of ammunition per firearm per year for quarterly qualifications and training, to include advanced firearms training exercises, special response team training, and ammunition to support law enforcement operations.
TSA: Approximately 21 million rounds of TSA’s current inventory are reduced-hazard, lead-free frangible training ammunition, which is used exclusively for training. The remaining rounds are duty ammunition, which are used for both training and operational purposes. Overall, approximately 35 percent of TSA ammunition is allocated for operational use (qualifications and duty carry). Fewer than 100,000 rounds are used for other purposes annually, including firearms testing and evaluation.
USCG: USCG allocates its ammunition inventory for Non-Combat Expenditure Allowance (NCEA) and ship-fill purposes. The NCEA, available to both shore units and cutters, is used for training and for non-defense operations including maritime law enforcement operations. USCG ship-fill allowances are specific to cutters and are designed for use on defense operations. January 2013 3
USSS: USSS plans to use the above mentioned ammunition for training, research, and operational use as needed to maintain professional firearms proficiency. Based on a review of recent historical data, USSS plans to allocate approximately 60 percent of the ammunition for training, 38 percent for operational use, and 2 percent for quality control testing of all ammunition and function firing of all new and repaired weapons.

Somehow I am reminded of this paleo meets modern story of Cortez. Having pushed deep into the lost world, he was finally able to get a Mayan King to show him this vast wealth he had struggled so manly be allowed to witness. While the Department of Homeland Security continues to ignore members of Congress demanding to know why the federal agency is engaged in an apparent arms build-up, the DHS has just announced it plans to purchase another 360,000 rounds of hollow point ammunition to add to the roughly 2 billion bullets already bought over the past year.
.The DHS has now purchased over 2 billion rounds of ammo.

A solicitation on the Federal Business Opportunities website details the DHS’ plan to purchase 360,000 rounds of “Commercial leaded training ammo (CLTA) Pistol .40 caliber 165 grain, jacketed hollow point.” The bullets are to be delivered to the Federal Law Enforcement Training Center in Artesia, New Mexico, the same destination for 240,000 hollow point rounds which were purchased only last month.

Concerned lawmakers and activists across America from all points on the political spectrum have for months been seeking an explanation about the Obama administration apparently stockpiling weapons of war for domestic use. Estimates suggest, for example, that the federal government has committed to purchasing up to 2 billion rounds of ammunition over several years while rolling out dozens of armored vehicles known as MRAPs on U.S. soil. Meanwhile, the controversial Department of Homeland Security and its boss Janet Napolitano are refusing to provide real answers.

Now, however, at least one member of Congress is proposing to stop funding DHS unless and until it explains the controversial arms buildup, which has sparked widespread suspicion even among Obama’s most devoted supporters. Speaking to We Are Change activist and reporter Luke Rudkowski at the Conservative Political Action Conference this month, liberty-minded Rep. Timothy Tim Huelskamp (R-Kan.) said that more than a few of his colleagues were also trying to find out why the administration would be stockpiling so much firepower for use within the “Homeland.”

“They have no answer for that question. They refuse to answer to answer that.... They refuse to let us know what is going on, so I don’t really have an answer for that,” Rep. Tim Huelskamp explained, adding that multiple members of Congress were still trying to find out. “It comes down to: During the budget process, during the appropriations process, are we willing to hold DHS’s feet to the fire? We’re going to find out.... I say we don’t fund them ’til we get an answer. Those types of things really challenge Americans. They’re worried about this administration.”

Bullet Buys: Fifteen members of Congress have written a letter to the Department of Homeland Security demanding to know why the federal agency is buying so many rounds of ammunition. We'd like to know too.

Freshman California Republican Doug LaMalfa and 14 of his House colleagues, who signed on to his March 5 letter, are asking the Department of Homeland Security to explain why it is buying 1.6 billion rounds of ammunition of various calibers. They aren't happy with explanations provided so far in the press by lower-level officials, answers meant to debunk "unfounded" concerns.

As we have noted, DHS has been buying lots of ammo, enough by one calculation to fight the equivalent of a 24-year Iraqi War.

Peggy Dixon, spokeswoman for the Federal Law Enforcement Training Center in Glynco, Ga., told the Associated Press that the training center and others like it run by the Homeland Security Department use as many as 15 million rounds every year, mostly on shooting ranges and in training exercises.

The massive purchases are said to be spread out over five years and due simply to the best practice of saving money by buying in bulk what comes down to five rounds of ammo for every man, woman and child on the U.S. That's a lot of practice and training.

A good portion of the 1.6 billion rounds of ammunition are being purchased by Immigration and Customs Enforcement, the federal government's second-largest criminal investigative agency. Yes that's the same ICE that is releasing detained criminal illegal aliens onto our streets because of sequestration cuts.

Jonathan Lasher, the Social Security Administration's assistant inspector general for external relations, explained the purchase of 174,000 hollow-point bullets by saying they were for the Social Security inspector general's office, which has about 295 agents who investigate Social Security fraud and other crimes.

When they say they're cracking down on waste, fraud and abuse, they apparently mean it.

However, as former Marine Richard Mason told reporters with WHPTV News in Pennsylvania recently, hollow-point bullets (which make up the majority of the DHS purchases) are not used for training because they are more expensive than standard firing range rounds. "We never trained with hollow points, we didn't even see hollow points my entire 4-1/2 years in the Marine Corps," Mason said.

LaMalfa offers one theory that's less sinister than some: The federal government is simply trying to corner the market on ammo and restrict what's available to the American people as part of its gun control efforts.
