If you aren't aware department of Homeland Security purchased billion of hollowpoint rounds, tanks, tons of weapons, etc...First the real news aka the internet called this out a long time ago. The lamestream media and prominent newspapers ignored it or acted like it didn't happen as usual, Then finally in comes Sarah Palin and some other teabaggers, then comes L.A Times, Washington Post, etc...Then finally practically 6 months after the fact as usual the corporate Lamestream 24 hour garbage they feed us on the retard tube decide to admit its true, people start writing their representatives, sheriffs start getting pissed off cause the feds bought up all the ammo, and now we have a literal shitstorm brewing, over 15 members of congress wrote started demanding an answer and they aren't getting any answers. Potentially a beautiful followup to Rand Pauls stand against drones. This could be bigger than fast and furious, bigger than libya, and bigger than the drones.

People are starting to ask, Why the fuck is homeland security planning to go to war with us or what? WTF do they need millions of street tanks, hollow points, and submachine guns for?

Personally IDK, it could be legit, whatever, I really don't think the ammo shortage is related its just an increased demand and maybe they are just stocking up, but why all the secretiveness yet again?

FYI, Democrats, Libertarians, Republicans and even lobbyist are all up in arms over this.

Forbes magazine calls for national conversation on this: http://www.forbes.com/sites/ralphbenko/2013/03/11/1-6-billion-rounds-of-ammo-for-homeland-security-its-time-for-a-national-conversation/

It could be about keeping arms manufacturers afloat. With the shift toward UAVs, the defense dept. has likely spent plenty more than enough to not only satify it's need for weaponry but also likely has less use for such munitions. Since the DOHS is a ministry level department, it's budget is not included as defense spending. So this could be a way for the federal gov't to sneakily subsidize the military industrial complex with out breaking the implied promises by the administration to cut defense spending.

Not a solid theory but a guess for the sake of speculation. It is ominous to think that we have a gestapo with tanks, submachine guns and hollow point rounds. Any idea how much was spent?

Fox did a piece on this yesterday. Yea yea I know you all hate fox. whatever take it as i heard it.
supposedly DHS purchased less this year than last year or the year before.
Imagine how many people RAN to the store when B-Wheezy got reelected. Then double that amount for the people that RAN to the store after sandy hook.
Think about how many DHS officers there are. There are more than just DHS , i cant remember all the alphabet agencys, that use the same purchasing. All those officers that carry have to stay proficient so they shoot a lot of practice rounds.

All that said Im pretty sure they have FEMA camps and black helicopters and I wear my tin foil hat everywhere. But this one doesnt smell right.

"With more than 100,000 armed law enforcement personnel in DHS, significant quantities of ammunition are used to support law enforcement operations, quarterly qualifications, and training, to include advanced firearms training exercises," Boogaard told Whispers.
According to a letter to one lawmaker detailing DHS ammunition purchases, the department procured 148 million rounds in 2012.

The Department of Homeland Security responded Friday to questions from Rep. Tim Huelskamp, R-Kan., about why the agency was allegedly planning to buy some 1.6 billion rounds of ammunition over the next five years.

DHS told Whispers it regularly fills all of its goods and services requirements at one time because it's cheaper for the agency, and that the 1.6 billion number was misleading because the language of DHS's purchase said it would need "up to" a certain amount.
One solicitation by the agency—for training centers and law enforcement personnel—was for "up to" 750 million rounds of training ammunition over the next five years, DHS spokesman Peter Boogaard told Whispers.

Dookie,

Why did DHS choose pictures of pregnant women and children on their targets?
They use pictures of "innocents" in training evolutions to teach you what not to fire at. That way in hostile takedowns they can make the correct split second decision and direct accurate fire on target. Are you sure this isn't what you may have seen?

Then why are there scores on them just like the "enemy?"

The "liberals" are targeting children. Global warming, vaccines (especially flu), abortions and other "family planning" are all excuses to reach their goal of mass extermination population control. Now that people are living longer and there are fewer wars, they need other means to control population growth.

The children are first because they're easy targets. Don't think you can never be next.

This won't explain everything but may give us a better perspective. I thought I read that the long range plan of the military was to increase the number of special op forces vs. the standard combat soldier on the ground going forward in the 'stans. This being said, the spec-ops troops expend hundreds of thousands of rounds in training. It would not be unusual for these guys to shoot 1000 rounds per man every day. The type of insanely accurate shooting they do is a perishable skill so they do this day in and out.If they shoot 500-700 rounds daily with just pistol fire, this can easily be tripled with automatic weapons fire. If you had a standard platoon of 16 operators they could expend 800,000 rounds or more per year. If the G is buying for the next X number of years you can see how this adds up. SWIM told me this cause I don't know shit but I don't begrudge any of those guys a single fucking round. There is no secret cabal.

Run rounds, run rounds. Sight picture, trigger squeeze, follow through... Run rounds, run rounds.

And such a deal....do you think there might have been a bit of political arm twisting?

And look on the bright side....if they are gearing up it is much better than not. We don't want HHS being caught flat foot, now do we?

Canna is right on this one.

Update: The marketing team at Law Enforcement Targets, Inc. sends along this helpful explanation for the "No More Hesitation" series:
"The subjects in NMH targets were chosen in order to give officers the experience of dealing with deadly force shooting scenarios with subjects that are not the norm during training. I found while speaking with officers and trainers in the law enforcement community that there is a hesitation on the part of cops when deadly force is required on subjects with atypical age, frailty or condition (one officer explaining that he enlarged photos of his own kids to use as targets so that he would not be caught off guard with such a drastically new experience while on duty). This hesitation time may be only seconds but that is not acceptable when officers are losing their lives in these same situations. The goal of NMH is to break that stereotype on the range, regardless of how slim the chances are of encountering a real life scenario that involves a child, pregnant woman, etc. If that initial hesitation time can be cut down due to range experience, the officer and community are better served."

The series contains seven targets in all, titled Pregnant Woman, Older Man 1, Older Man 2, Older Woman, Young Mother, Young Girl, and Little Brother. Each of the depicted subjects is armed.
