I wonder if there would be any sort of political appetite to reopen those mental health facilities, like on a large scale. Shoving jobs at schizophrenics doesn't get us anywhere, it's a waste of resources, same with the gutter punk kids and junkies (but for different reasons).
Kind of a hard sell, but if we could provide long term mental health care it would free up quite a bit in terms of resources to help the down on their luck types.
Depends on your city, but not sure what to do about the willfully homeless folks. The midwest and northeast had homeless people, but not as a chosen lifestyle like i see in CO and the west coast. We woulda shot them for stealing car parts. It's weird and wacky.
.....that whole "are you saying there isn't space vs the space doesn't have anything...why not look at redeveloping some of the deserted rust belt and midwest cities and getting them some more residents. There's a bunch of empty houses that are part of existing infrastructure. Build out some employment options there to make it sustainable as an opportunity for those that want it.
