If a person were to plant sprouts during the second week of february and was planning to transplant outdoors during the mid part of april when could that person expect to harvest?
 
depending on where you live. once you put them outside and if they are getting 12 hours of light, they start to flower. but will they finish before the days get longer and force them to reveg.

No, I had only planned to Veg inside on a 24hr/dirt medium and then place outside for remaining the remaining veg /flower around 4/20...Im near texas.. so when can I expect a harvest? August/ Sep/ Octpber?

not sure i dont live in texas. youll have to see what time of year your getting 12 hours of daylight for them to start flower. then its 8 to 14 weeks after that. strain dependent.
if you put them outside in april and harvest them in sept/oct. they should huge trees.
 
Location and variety flower time frame. You would want to run them as close to 24 hr before placing them outside. The shock of 24hr to a 12 to 13 hr natural light will induce flowering. As spring goes on the day light will increase until the summer solstice June 21. Research your location with average day light hours, if you have a fast variety you might be able to do this. Or to stop the plant from revegetating because of the increase of daylight you can cover your plants to provide total darkness. Being careful not to harm the plants, use a frame or box to place the covering over.
