NEVER put metal objects in your soil!!! It releases toxins in the soil which will kill the plants. As far as the lights go. CFL's are sufficient for veg growth. You can't flower under them, but you sure can veg. My suggestion? Being that you're waiting for the warm weather out there, just keep...

There are too many variables. Time of germination depends on thickness of seed shell, if you pre-soak them or not, if you're keeping them warm, genetics.... The list goes on and on. Some re just slow starters to break soil.
