Seems like a good solution considering Ill add another 600 watts led lights so it will be 2 600 watts led lights but losing the duc booster and putting the 200 cfm at bottom and a 400 cfm to exhaust will produce a lot of noise Which I want to keep minimal and my tent is 4x4x8 btw forgot to mention that!

Don't know if somebody said it but there's a lot of ways to silence the fans some people put them in a box with insulation other people hang them (some hang them in a box?)

I have my inline on the roof of my tent and that helps cut a lot of the noise and vibration but it is perceivable on the first floor when it's quiet, so I don't know if that would be an issue to neighbors or not ?
-good luck!

Will look into all that thanks man! Much obliged

To answer your questions,
Yes
Keep it that way,
Check out the 'Quiet the neighbor's can hear' thread to quiet your fan down. Also, dial in your speed controller to maintain your temp and there won't be a sound change when the fan cycles on/off (as long as you can maintain RH).

The inlet fan should be matching the exhaust fan. If not, you have an air leak.
If you are checking the inlet fan with the tent open, then your exhaust fan is pulling air in from the opening, not your inlet fan.
If you get in there and close everything up, you'll notice your inlet air is equal to your exhaust air, if it isn't, you have air leaks.
