My adoptee showing signs of trouble.

Hello to All,

Well its been 22 years since I last attempted farming "that sweet, sweet cheeba" and now I find myself post adoption of 2 plants that were germinated and were "growing" (for a lack of a better term) under a screw in "sun lamp" for the past 1.5-3
Needless to say, the beginning of the veg state yeilded extremely stunted growth at best. I have re potted, fertilized and purchased some O.K. lighting (Ott Light OTL2012P single T12 tube lamps).
Back to the issues at hand (Keeping in mind that my previous experience with cultivating this herb was Au'Natural so Mamma Nature did 95% of the work. So be easy on me.).
1. Over the past week and a half the new growth has been healthy and stout (five tiers of fans) and now all of a sudden the last 1-2 cm of the newest leaf tips (only on leaves 2 and 4 of the two newest fans)took on an extremely light green if not yellow color. I thought that I may have let it get too close to the upper tube (< 2") and it might have singed so I dropped it an inch and thought I would write to more experienced indoor growers. Help !!! shes to young to die :wall:
2. The base of the main stem / stalk is obviously stunted compared to what is growing now...should I brace it now or wait for some tippage of the plant?
