Looking at it from another point of view, does the government having this attitude make it real. If they think that you smoke pot become someone else, go commit a crime, then if some low life is sitting in smoking a bowl and thinks to himself fuck it shall i rob the circle k today, well its what they expect anyway, i do it and blame it on the drugs.

Yeah the drugs get blamed. Although some judges do not accept it as mitigation, and will more than likely give you a harsher sentence. Also, usually cannabis is not blamed for criminal behaviour, these days it's crack and heroin.
 
What I am saying though is, are the governments just as responsible for drug related crime. If the government says that if you take crack you will commit a crime, theres a certain number that will go out and do those crimes because the government said that is what would happen if they took it.

Havent you heard anything the governments being saying, weed leads on to harder drugs, and thats why were doing crack right now.
