I have 2 cool white 40w florescent tube on my plants for veg, is this good enough? If not, how much more should I use I have 2 plants under it right now, and a couple more will come later. EDIT: they are cool white, not blue..

Im growing 2 plants right now, will a 50watt hps light in a really small space be good enough of will i need more? It go down about 1.5 feet more than the pic shows but thats basically it, nothing big.
