Eh, got the light up to $40.00 + Shipping, IMO: hardly worth it. I didn't notice there was a fuckin' reserve on it. Oh well, I will keep my eye out more. :(

Okay so I'm trying to get a good deal on eBay and I've noticed some people are trying to sell HPS street lights (for what reason, I have no idea). But what I was wondering is where the ballast is, would it be at the top area or in the lamp area? Sorry if you find it to be a stupid question...

The C in CFL stands for compact, those are not compact. Thats just a standard florolight. You'd get more light (because you can focus the light right into the plant) and would probably save money if you used a CFL instead of a regular floro like the one in your post. But that would be my opinion.
