Flowering stunted!! Can't find an answer anywhere!!

Well normally that a magnesium deficiencey, look it up. Also are they yellowing inbetween the leaf veins or spotting, if so its mag. BUT since you say there are no hairs on the top and its crispy, i would wonder if the leaves are curling up in order to conserve transpired water coming from the leaf surface. When its hot plants "sweat" alot just like us.

They are not crisp. Because the pistils are not developing it leaves just the calyx and I guess and it forms a rougher surface that could be a bad desciption. I believe this has to be a lock out of some kind. I will try to get some better pics. I have been flushing them for the past 4 days tp try and release them from this lock up. The pistils are not growing at 30 days of flowering. They sure should be filling out not closing up. This is so frustrating, I have alot invested and they are not going to produce, its a real bad feeling.
