Just make them stand in the position you want them to root, it does not even actualy have to be on soil.
After some time roots will come out, you do not need to water it until there are actualy roots.
I suggest placing it on some coarse sand, out of direct sunlight, pick it up about every two weeks to see if there are roots yet, if you see any fungal activity, pick it up and let it dry out somewhere properly (normaly caused by rooting before cuts are caloused over. Once you have roots you can start watering.

The cutting can last months and months just lieing on a table somewhere...

well he said to leave it on top of the soil or sand not in it.
check it regularly and then when you do see roots
start watering and you can put it in your medium.

First let it fully scab

Take a mix of 2 parts sand 1 part soil starting mix

Take bottom and plant it in enough for it to hold itselfup.

Do not ever pull it up. If its any echinopsis it will generally take around a mounth. Dont water till you see roots. Even then you may want to wait. Let the rootsgrow and search for water

no. you surface plant it. put seed on surface and give little water. keepy a bag over it to keep humidity at 100%. make sure you plant alot of seeds on one pot as cacti seeds dont all germ

there are some nice cacti forums, growing from seed is a bit of a pain, I got a load of diffirent torches and hybrids that are about a year old, they are maybe half and inch and as thick as a match. They have to be kept in humid conditions at all times, which is why your soil needs to be sterile. If you want alot of cacti of useable size, i ercommend purchasing some cuttings, makeing thick slices out of them and root those. Pups grow the shit out of seeds. I'll go take some pics later of ones that I documented here before so you can see just how fast it is.

Nice grafting! Very healthy. How your mid section cuts root? Heard its hard to root mids
They are not grafts but pups that grow from the cuttings. I have never had one fail to root. (it is important to mark which side is top though)
