What are the best T8 light configurations?

HI

So what are the best T8 fixtures and lights for Veg even Flower for the buck?

I so far concluded 4 foot 2x 58watt cool white and warm, not sure of what lumens etc or which bulbs, This guy on ebay claims his lights are equivalent to MH etc
