When exactly does the "would be" part expire?

He does have concentration camps for children afterall.

If so many of the children just "disappear"...could there be a mass grave somewhere?

Germans didn't (initially at least) know about the mechanized slaughter of the Jews, they initially thought they were just work/internment camps. Could that be the phase we're in?
