splitting 240v 30a?

can i safely split my 240v 30amp breaker box? it currently runs only my hot water heater but i would like to add a 240v 4x1000 light controller.

your going to need alot more than 30 amps for 4 1000's, at least a 20 amp breaker for each 1000 watts
OP's gonna run them 240v, so he/she only needs 4.75A x 4 = 19A. Sadly, not enough amps to have hot water as well. You need a new 30A breaker and #10 wire to stay under the 80% load margin.

thanks for the advice lets say i split it to 1000x4 controller and only run 2600 watts max, how close would that be to the 80%? im in a rental house with old school 100 amp breaker big block pull out style. I also cant find wattage on hot water heater?

The heater is probably 4500W, 19A. Sorry man, there's no way unless you stop using the hot water heater or put in a relay.
