My soil has been sitting in the garage it’s starting to cold the bag of soil is pretty cold. Does cold temperatures effect soil negatively? And should I let it warm up a bit inside before I transplant some plants into it thanks

The soil is fine. But let it warm up before using.

put it out in the sun if you have any and let it warm up......your good

This. I always bring it in 2 days before I work with it.

Keep in mind that too high a temp can negatively impact microbes. For example, cooking soil in a plastic bin in the sun can hit temps of 50c, same in a plastic bag.

Microbes grow best from 15-35c.

So do I. The last batch I bought was almost freezing. It took 3 days to reach ambient. I let my water sit for at least 24 hours at this time of year as it is super cold.
