Snow or mold?

I'm doing an outdoor grow of an all CBD plant (Doctor Seedsman). I really haven't done much to it this year so the buds aren't huge but I'm hoping to get at least a bit from it.

I'm wondering if the white on the sugar leaves is a mold like powdery mildew or is it trichomes that haven't developed? I'm really unsure and don't want moldy CBD. Any input would be greatly appreciated. I hope the pictures show enough.

Bud, that is not trichomes! Looks like mealybug.

Thanks for the input. I looked up mealy bugs and I can't see any of the actual bugs on the plant, just the cotton like substance. Is this stuff like larvae? Since I can't see the actual bugs, would it be safe to harvest since it is on leaves that will be cut off or is the plant toast?
