I'm predicting water wars if this passes. The largest reservoirs are up north for obvious reasons, Shasta and oroville.

Dude just Shasta is almost twice the size of all three of those combined.

Ever fish whiskeytown, hellhole, bucks, almanor or black butte? They're super tiny too compared to Oroville, shasta and trinity.
