So If A/C my room and dont want to exhaust i just use my carbon filter to recirculate inside the room correct?

No need to exhaust air if bringing in air from A/c unit and having a dehumidifer?

Sounds like a plan to me. Humidity will be a problem. I did what I think you are talking about this last few months and dehumidifier did what it could but humidity in house was still like around 50% moisture in attic not good. All went away as soon as exhausted outside. Just something to think about.

Is this A/C a window unit? They just move and cool the air that is already in the room. The filter will do the same thing, same on the dehumidifier, is that what you are looking for?

Yes you can recirculate your air thru your carbon filter in your room. And you do need to bring in fresh air in your room to give your plants their needed CO2. And your a/c does not bring in any fresh air from outside of your room. It just recirculates the old air after it has been cooled.
