Possible Tropical Outdoor Grow

I live in Australia, more specifically in the northern part of Australia which has a tropical climate. Temperatures here are fairly uniform, ranging from 23-31C in mid-summer and 18-28C in mid-winter. From December to March, the monsoon trough is close and brings about hot, humid conditions and possible thunderstorms and tropical cyclones. This period is also considered the "rainy season" and from experience it is not ideal weather to be outside at all, esp. growing.

I've never grown cannabis before and I'm here to educate myself as much as possible before taking any real action. I will be honest, I am only young and I know I have a lot to learn. I certainly don't want to get caught doing anything illegal much like yourself or any other good Samaritan.

My first question is which month would be best suited to begin growing? I've heard some say March, others say June. I heard another say the best time to plant is after the last frost, but I live in tropics -- we don't have frosts! As I mentioned above though we do have a rainy season, which I believe is about the only thing that would prevent a grow. Now, the rainy season spans from December to March remember, so would that mean then April is the ideal month?

*(I'm eager to get started, but I am not impatient and I realize that now is not a good time to get started. Let me know about April.)

I'll have more questions soon, I'm trying not to ask too many questions anyhow as I know most of the answers are here, and that they just need to be found... and what a bother it is for you all to tell that to beginners over and over, and over. I had to ask about this one though -- the answers across threads varied too greatly and I couldn't find a straight answer.

By the sound of it, I think you should start your plants indoors in February, and plant them outside as soon as the rains stop. In fact, you could probably even plant them while it's still raining, since they have no buds to get moldy.
 
I can't really have them indoors though, and if I did I would have to keep them in my room and I like to have the air conditioner on really cold most of the time. I'll consider it though. I just wish at this point we were closer to the start of a season than the end of one. Anyone else have any ideas about which month I should plant? I probably could start them now and keep them going through the rain though I'm not really sure and I don't want to risk wasting all my seeds.
