Dude are you only running 2 lights???
I would say more lights. The more the merrier with cfls. You said you got 8 plants where are the other 7? Your better off putting it in your window sill than have 2 knobbly lights on it man. You said judge the hell out of it dude.
Divuldge more on the specs of your grow room.

your jamaicain friend clearly gave you some commercial genetics..... one you need much much more light and keep it around 3-4 inches from plant. that sativa is gonna get big remeber that... ditch the white paper and tinfoil for reflection... paper sucks, and foil creates hotspots and reflects for shit..... get a fan on that raggedy ass plant the strenghten the stem.... and looks like you could be overwatering... dont do that with seedlings they just need moist not sopping wet...... do you atleast got a timer? what light sced. you running 18/6?

thats the tallest mine get before they start making new foliage.
that 1 CFL, will not be enough tho.
and that thing looks so damn mutated too! 1 finger on it.

not enough light that is why its stretching
paper and tinfoil or not good reflective material
and the soil , did you get that from your neighbors outside flower beds?
looks like bark mulch and I think I see some old pine needles in there also
and buy a book and read it that will get you headed in the right direction

What is not in this post (was in another one) that folks are not knowing (unless they read the other one) is that he fed the seedling nutes and tried to top it, that is why it looks like that
now he's asking for help to fix his mistake ???
