Nutrient burn or soap burn?

This is an outdoor plant and just started noticing some reddish dark outlines around many leaves of the plant. I have had a lot of leaf hoppers and Japanese beetles so sprayed my plant the other day at dusk with a light spray of neem oil and dish soap. About a half tsp of dish soap and a tsp of neem in a 1 litre sprayer.
I also have been feeding some nutrients at about 900ppm. So I’m thinking I may have burned the leaves from either. I only have seen nute burn at the very tips of leaves in the past so leaning more toward a soap burn possibly. Anyone ever seen this before? Thanks so much
