Im planning on using 1/4 vermicompost , 1/4 perlite, 1/4 vermiculite and 1/4 of local garden soil. Any advice on what to add?

I agree with the post above. You don't want half your mix to be perlite/vermiculite, PLUS any perlite that might be in that "garden soil".

1/3 worm castings, 1/3 perlite (or pumice), 1/3 peat moss is a good place to start.

420, do you have access to crab meal, neem meal, kelp meal? Maybe some kind of rock dust like basalt or glacial rock dust?

Sadly No. Most of organic fertilizers here in the Philippines are sold as raw material for export. Leaving the locals no choice but to buy "imported" ferts.

A friend gave me a soil conditioner which contains myco, yeast and lactobacillus im planning on using them with my soil.

You might want to get some powder dolomite lime to balance the pH of your soil and add organic calcium and magnesium to your soil
