The first Finger Lakes marijuana retail licenses approved: See who got them


Seven adult-use marijuana retail dispensary licenses in the Finger Lakes region were approved by the New York State Cannabis Control Board. They were among 36 new licenses granted, according to a Thursday news release.


These are the first such licenses approved in the Finger Lakes, the last region in the state to obtain licenses, according to the Office of Cannabis Management.

According to the Office of Cannabis Management, the Finger Lakes licensees are:


  • MJ Dispensary LLC
  • William J. Wheeler d/b/a Heavy Lids
  • MACH Enterprises
  • Scott M. General
  • High Points of the Finger Lakes LLC
  • Canna Life LLC
  • Northfield Consulting LLC


A legal settlement announced in May ended an injunction and allowed the state to move forward on issuing licenses in the Finger Lakes region.

In a news release, state Sen. Jeremy Cooney, chair of the Senate Subcommittee on Cannabis, said he is "relieved and pleased" the first Finger Lakes licensees have been announced.

“This is a huge step forward for our region, its retail applicants, legal customers, and our communities, which have suffered disinvestment for years," Cooney said, according to the news release.

As of Thursday, the number of total retail-dispensary licenses issued in New York stands at 251, according to the state.

Curious if anyone has definitive info on shipping THC products in from another state. I've found some great sellers in the US that have primo and various types of hash for sale and I very much want to order. I am only seeing that its a federal crime if shipped from another state and the only time it is legal to use the USPS system at all is in NYC for specific dispensaries being allowed to ship to people registered in different boroughs?

And have any of you ordered from out of state? Or know people who have? Any stories of people being caught?

Wondering if it is illegal, when all this nonsense might change. I know some of you guys are chalk full of knowledge on all this.. thank you...

Yeah like you said its Federally Illegal. According to NY State being that its legal here I mean if its legal to ship alcohol than THC should be treated the same. Federally if they were to confiscate the package they won't go after you unless it's something major, like 10 pounds of bud for example.. I've had stuff seized being sent to me and I've had stuff seized that Ive sent. Letter in the mail is the most that came of it. I came up with a pretty slick shipping/packaging system after that to ensure nothing happened again.

New York’s $200M cannabis social equity fund finally banked


Gov. Kathy Hochul’s office announced this morning that the $200 million fund meant to provide resources for Conditional Adult-Use Retail Dispensary operators is fully banked after asset management firm Chicago Atlantic invested $150 million.

The state’s 2023 budget included $50 million toward the Cannabis Social Equity Investment Fund, so Chicago Atlantic’s investment covers the entirety of the private money needed to be raised.

“Today’s announcement reinforces New York’s commitment to building partnerships that benefit New Yorkers and setting right the wrongs of the past,” Gov. Hochul said in a statement.

The Hochul administration announced the social equity fund in early 2022, and later placed it under the auspices of the Dormitory Authority of the State of New York. DASNY’s role is to provide support for CAURD operators “with its leasing and construction services to site dispensaries at prime locations and renovate them to meet health, safety, and security requirements.”

After posting an RFP for a team to manage the fund and raise the additional $150 million through private investments, last June DASNY awarded the contract to Social Equity Impact Ventures, a joint partnership between Webber Willis Ventures LLC, led by basketball Hall of Famer Chris Webber and his business partner entrepreneur Lavetta Willis; and a firm affiliated with Siebert Williams Shank.

Details of the fund, its managers and progress in raising private capital have raised eyebrows among cannabis industry stakeholders in New York for the past year.

In November, NY Cannabis Insider reported about possible conflicts of interest for Webber and Willis, who have significant business ties to global cannabis and apparel company Cookies.

In December, NY Cannabis Insider reported on Webber and Willis’ history of over-promising and under-delivering when it comes to cannabis industry investment projects.

With the social equity fund fully financed, DASNY plans on completing buildouts and redesigns for storefronts that they will provide to some CAURD licensees as part of a loan program.

The Cannabis Control Board in March doubled the size of the CAURD program, increasing the maximum number of dispensaries to 300. Under the expanded program, the first 150 businesses to receive CAURD licenses will be guaranteed a DASNY space if they need one.

That’s not necessarily the case for the second cohort of 150, but each business from the first group that declines a DASNY space means a greater chance of availability for entrepreneurs in the second group.

In the statement announcing Chicago Atlantic’s investment, Office of Cannabis Management Executive Director Chris Alexander thanked the firm, and said the funds will help move the state’s legal weed market forward.

“This infusion of capital will provide necessary support to licensees and will help New York further its work of establishing an inclusive cannabis market that creates opportunities for entrepreneurs harmed by prohibition and locked out of markets in other states,” Alexander said.

At this point I say every self respecting individual that considers themselves a part of this culture, in NY specifically, should be 100% traditional market supporters. If you care about our thing that we’ve had for our whole lives and before us, these guys are trying to destroy that way of life.

I am always going to grow my own along with support the traditional market. I like that we have a lot of events and drops at local clubs.

So.... green health docs, my medical card providers, sent me another notice to renew. I spoke to them and asked them if marijuana is now state legal to grow, and they said it isn't, and no time frame has been posted as to when this will change. The initial law seemed to say 18 months after the first legit dispensary opened, but I'm wondering if any official date has been connected to that date, or if the rules are changing. I see a date of June 2024 on NORML, wondering if that's legit. Thank you for any info..

Hey Mr. Wonka . The deal now is that for each homeowner, eg. my wife and I , you can grow indoors , six plants a piece . Fuck'em , I've been growing since a mini- roach in your car ashtray landed you in prison ( not jail ) . I asked a good friend of mine , Ralph , " What the f did you when tossed in the can.......he said " Push-ups " .

In my opinion, the date is going to never come, and then the state is going to look at home growers as a part of the same problem the illegal stores are, because a lot of bigger home growers are supplying them. They will inevitably have to go the route of making it more illegal to make the state sanctioned Reggie to be the only show in town. I have NEVER seen a program go SO WRONG and then have attempt after attempt at revamping, reorganizing, restructuring, relicensing…whole lot of Re-do’s going on…if these guys were a football team, they would be the worst players combined from the 08’ Lions, and the 17’ Browns…just thoroughbred losers.

Either hire a consultant from a functioning state that’s been up and running for a hot minute…or step aside and let free market run its course.
The wheat always comes free of the chaff, as my grandfather always used to say. Force rigorous testing on any flower that is to be sold, let anybody whose anybody grow if they can. That is I think the best way, they’d never take their hands off of it enough though, they don’t know how to do that once they’ve got their fingers in the pie.

One of the lawsuits that’s been resolved under the approved settlement—Carmine Fiore, et al v. New York State Cannabis Control Board—was filed by a group of military veterans who argued that the state’s licensing prioritization of social equity applicants who were most impacted by criminalization unconstitutionally omitted disabled veterans from the eligibility pool.

In exchange for dropping the suit, regulators agreed to grant each of the four plaintiffs a provisional adult-use cannabis retailer license at a site that they’ve pre-selected. (One of the plaintiffs has not yet chosen a location). The state further agreed to pause approvals on any additional conditional licenses until April 2024 in the interest of focusing attention on processing the current backlog. Also, CCB will be establishing a Service-Disabled Veteran-Owned Business task force responsible for promoting veteran participation in the marketplace.


The other lawsuit that’s now been settled—Coalition for Access to Regulated & Safe Cannabis v. New York State Cannabis Control Board—was brought by existing medical cannabis operators and prospective adult-use applicants. It similarly asserted that regulators were misapplying the state’s marijuana law, and they argued that current medical marijuana businesses should qualify for licensing immediately as well.


Accordingly, regulators accepted the terms of a settlement that the court approved, which means they will grant adult-use licenses to the five registered organizations behind the lawsuit.

So who files the lawsuit about the unconstitutional nature of offering the 4 plaintiffs in a lawsuit conditional licenses in exchange for dropping the suit!!! And I can’t say I’m much better but it would have been nice if they said no and didn’t just take the bait.

I am expecting more lawsuits to be filed sooner or later.

Not sure if this was covered earlier in the thread but, is a med patient or a rec user/grower allowed to get a pistol permit? I ask bc I remember bf if u wanted to get a med card in NY you wouldn’t qualify for a pistol permit.

I believe they still ban medical card holders from getting pistol permits [which is 100% bull shit]
