loading a spool

What is the proper way to load a closed loop spool... Ive had great debate over this...id like opinions.. My preference is packed loose.. But i hear of other brotha n sista loading so tight. Even beating with rod n hammer to ensure its as tight as possible

I clamp a end cap on one end, without a gasket and pack using a 1 /12 to 2" wooden dowel. I lean on it with my full weight, but don't hammer and if the material is dried to ~10% water content and reduced to 10 mesh, I get 4.1 grams per cubic inch density.

I break up bud at ~25% WC to about 1/2" and push abut as tight, but get only about 75% as much packing density, or about 3 grams/in3.
