Just got this LED panel, can i use it?

Hey guys, i just got this strange looking LED panel...... No idea what its wattage is, i think it has 1w bulbs. It requires 4 plugs to run the full panel.
it is a multi spectrum panel, red/blues etc.

let me know if anyone has any idea what this is, if i can use it, or anything really about this.. i was thinking about using it to veg/clone, but if it looks like it would be a viable option maybe id use it to flower instead? any opinons?View attachment 2916454

Looks like those cheap 14 watt units.
I personally don't think it would be very beneficial to flower anything substantial with them.
You could try to surround a single plant with all those panel, i don't know.
Give it a try.
