Philadelphia Bill No. 060345, commonly known as the "Blunt Bill", defines paraphernalia as any item “where the seller knows, or under the circumstances reasonably should know” that it would be used to “convert, produce, process, prepare, test, analyze, pack, repack, store, contain, conceal, inject, ingest, inhale or otherwise introduce into the human body a controlled substance in violation of [the Pennsylvania Controlled Substance, Drug, Device and Cosmetic Act.].” In an effort to raise awareness about what these items actually are, here is a list of items commonly used to create drug paraphernalia.

Obviously, this legislation is both self-defeating and self-perpetuated, as pretty much anything can be turned into paraphernalia. To raise awareness about how silly this law is, I am compiling a list of so-called "paraphernalia" -- items that you or someone you know have turned into smoking devices. The purpose for social collaboration is to make the the list as robust as possible.

In the "old days," we used to make roach clips out of a certain chicken-wing bone. It's the large bone. You let it dry out, then poke all the marrow out of it. It makes a perfect "cigarette holder" for a roach. Works like a charm.

"Roach clip officer? Oh, no sir ... I just finished eating some chicken!"

i live in camden (directly outside of philly) and i know many people who have been charged with paraphanalia for possesing a blunt but only when the blunt is found with marijuana if it is just the blunt itself there is no grounds to say it was to be used for "inhaling" marijuana, but if they find the bud and the blunt you just caught yourself another charge

OMG, how can I cook dinner if they take my aluminum foil away because crackheads use it? How will hubby ever pack his lunch again without those rogue sandwich baggies?

Every time I think lawmakers have reached the end of stupidity, someone else comes along to amaze me......

Did It really take over 2 years to get the 2nd post on this thread? Post #1 was on 02-06-2007 and post #2 was on 02-24-2009.

The first Wiki page was killed because the original posting illerate Philly misspelled the word paraphernalia. Someone caught it and it now directs you to the same, but different, page.

I have to wonder what is going on over there in Philly. This legislation was campaigned for in October of 2005. It was introduced to and voted on in the city Council in May of '06. It was signed into law 1/23/07 and became effective immediately.

Then someone dimwit with nothing better to do signs up on RIU in February 2007 just to say "HELP!!" with their first post only to be never heard from again. They should have been asking for help 3 years ago.

Sorry for the rant but it's my opinion that the moderators should yank this thread. If the Phillys don't realize that MacGyver could make a bong out of a piece of dryer lint and a AAA battery, there's nothing the rest of America can do for them. Especially when they wait until AFTER the legislation has passed.

I'm out of breath.

Marijuana enforcement is a jobs program and revenue generating source for the expansion of government and contraction of liberty. "They" can make up and apply the rules as they see fit. That is painfully obvious.

The sad thing is those who personally have no interest in marijuana often do not realize that ignorant complicity on their part of the draconian enforcement is really undermining their own freedoms in other areas. Freedom means permitting others the right to do what they wish, even if it's not your thing, as long as people harm nobody. Anything short of that is a rationalization and will (has) lead to unintended consequences and eventually loss of something that everybody values.

Marijuana enforcement is a tool to control, one of many. Legal hypocrisy has been the norm so long...sad.
