I'm hardcore about pests. I rely on mechanical means to keep my soil pest free. Before it hits your garden area.
Take your bag of soil and put it in an old pillowcase. Place it in a cooler or bin in an mess appropriate area. Pour 3 gallons of boiling water through it. Let it sit 10 minutes. Close pillowcase firmly, let drain. The pillow case keeps out adult bugs, the egg layers. I no longer get thrips or gnats. This soil can be stored indoors. Always sealed in pillowcases.
I use smartpots and I top my soil with a layer of weedblock landscape fabric, then I top with a 20:1 mixture of gnatgnix and diatamcious earth. It's labor intense, but I'm bug free.
I also spray spinosyn D , aka monterey garden spray, 3x in early veg, @ 25ml per quart.
I use heavy 16 foliar 3x in veg.
An I suppliment with bayer aspirin @ 325mg per gallon 3x in early veg, for healthy immune systems.
I spray nothing on plants after week 3-4 of veg.
