Gulf of Tonkin Resolution

HJ Res 1145 Aug 7, 64
Formally titled: Southeast Asia Resolution
Approved by House 416 to 0; Senate 88 to 2

To promote the maintenance of international peace and security in Southeast Asia.

---WHEREAS naval units of the Communist regime in Vietnam, in violation of the principles of the Charter of the UN and of international law, have deliberately and repeatedly attacked US naval vessels lawfully present in international waters, and have thereby created a serious threat to international peace; and

---WHEREAS these attacks are part of a deliberate and systematic campaign of aggression that the Communist regime in NV has been waging against its neighbors and the nations joined with them in the collective defense of their freedom; and

---WHEREAS the US is assisting the peoples of Southeast Asia to protect their freedom and has no territorial, mili or political ambitions in that area, but desires only that these peoples should be left in peace to work out their own destinies in their own way; Now, therefore be it Resolved by the Senate and House of Representatives of the US of America in Congress assembled, That the Congress approves and supports the determination of the President, as Cmdr in Chief, to take all necessary measures to repel any armed attack against the forces of the US and to prevent further aggression.

---SECTION 2. The US regards as vital its national interest and to world peace and security in Southeast Asia. Consonant with the Constitution of the US and Charter of the UN and in accordance with its obligations under the Southeast Asia Collective Defense Treaty, [SACDT] the US is, therefore, prepared, as the President determines, to take all necessary steps, including the use of armed force, to assist any member or protocol state of the SACDT requesting assistance in defense of its freedom.

---SECTION 3. This resolution shall expire when the President shall determine that the peace and security of the area is reasonably assured by international conditions created by action that it may be terminated earlier by concurrent resolution of the Congress.
Though as far as the President that really got us involved, I'd have to agree with the opinion that it was Johnson

If a president is at war, they don't leave office; every president that has had a war stayed in office til their war was over! I dare you to check it out
Not exactly. Administrations have switched during wars due to term limits or deaths. Also, Nixon resigned near the end of the Vietnam war. And does the Cold War count? I accepted your challenge, does that mean you'll accept mine and read Obama's book?

Ps what was wrong with Mike Gravel...... are do you even know about him?
Mike Gravel is an angry old man, and not intelligent or stable enough to be president. Sure, he was all for smokin da reefa, but he went bankrupt twice and isn't a guy I'd want managing the nation's budget.

Congress manages the budget, not the President, and seeing as how the US might as well be insolvent based on D.C.'s long term refusal to adopt a balanced budget amendment and focus on paying down the national debt does it really matter who has control over the budget?

Yea, Obama's book(s) are absolutely worth reading, if only to get a more intimate sense of his personality. I also listened to The Audacity of Hope on audiobook (read by the author) and, what a thoughtful and eloquent man he is. It was a treat to listen to his insights.

I just got done reading The Audacity of Hope by President Elect Obama, GREAT READ!!!!!!
I really liked both books, but I think I preferred the first one, Dreams from my Father. It was written more from the perspective of an ordinary person as opposed to a politician. I remember back during the primaries, NPR did an analysis of the three remaining candidates' books. McCain's book was supposed to be pretty good; I guess he uses a ghost writer that does a really good job of writing in his voice, and it was written from the perspective of a soldier. Hillary Clinton's book was basically a tome of liberal propaganda and bragging about her accomplishments. But they said Obama's book sounded like it was written by a professional writer who decided to run for President, and it was the best by far of the three of them.

Actually he is a smart guy, he just listened to his advisers too much.
Smart ass would be more like it. I'd bet he was always the class clown. Now tell me, did you see the bewildered look on his face when he tried to leave the stage and the door wouldn't open, total lack of any intellect. Maybe he was drunk?

The comedians are pissed, kinda hate to see him go. He was so good for comedy. I hope the American people learned a lesson about voting for idiots. The damage he's done will take a while to unravel. Actually, I can't wait to see him dissapear. BTW, never whined, just bitched, too much animosity for whining, good riddance.
