is that the method when....you take a cuttin and wrap abit of cotton wool around the bottom before dippin in rooting gel?

They'll germinate in anything that has water and air. Hell I've seen them start growing wet carpet but that doesn't make it a good idea. The growing medium is where seed should be started.
