If you're asking if there is a way that you can order seeds from somewhere within Texas, my answer is "I doubt it".

If you're too broke to spring for commercial seeds shipped in from outside the USA, go find yourself a bag of decent seeded Mexican stuff and grow that. I hear there is some excellent outdoor-grown Mexican stuff around in TX.

Overall it's a bad idea to send seeds in texas. you would be better of have a med state friend order them and you drive to get them.

Just wondering why? It's posted in all the mags and is widely known. If we know about it so do the Feds. Do you believe they don't place orders to find out if there is a new way?
