so what would you suggest i do stick to the 23w or go bigger? i'm going off some info i got of grasscity i'm not sure about rules of posting links to other sites so I'll just wait for answer to see if i can post the link.
i have 3 150w hps butt i read 6 23w cfl is the same as 1 of my 150w hps in lumen per watt output, any truth behind this.

My bad about original question I found another post on the same topic sorry.

I believe i read something a while back that said that when you go so low in wattage on HID that it becomes less efficient than cfls, as far connecting your bulbs goes use power strips with gfci switches, and make sure you do not go over the power rating on any of the equipment you use, as other dude said that should be hard to do but make sure, also man i think your gonna need some decent ventilation I've got 4 23 watt cfls in a 2.5x5x8 closet and it stays a constant 82ish degrees with out any ventilation.

Its possible the lumen count might be close still, youll never get the same spectrum of light from the cfls that the hps can offer. Use both cfls and hps if you can. If you had to pick one or the other, hps all the way for sure.

I'm still looking on how to connect those cfls. I have decided to use all 16 23w cfl's and 1 150w hps maybe do 12 2700k and 4 6500k during flowering

What I did, was get some cheap assed vanity mirror light fixtures, and wired them to a power cord.
For a reflector I used an 8" vent pipe (flattened out).

Like this...

If you're going to use a 150W HPS, and CFL's.....I use a 3:1 ratio of lights, so 150hps + 400W cfl's = 550w total @ 3:1 would give me; 150W HPS and 10 2700K and 6 6500K.

Good luck & have fun

It's pretty easy to do. Go buy a couple cheap extension cords. Cut the male and female off of them. Buy four plastic or ceramic light fixtures. Buy 12 bulb splitters. Strip the wires about 1/2 inch connect to the fixture. Keep doing this till they are all connected to each other. Last take another extension cord cut the female end off strip and connect to a fixture and plug in. Your in action. If your unclear look into series parallel

(x6) e27 socket to e27 socket x2 splitter on amazon or ebay. (x2) 7 outlet power strip... (x6) male plug to e27 socket adapter. (x4) Desk lamp (8 bucks a piece at walmart)... you will have 12 lights above and 4 lights for the sides. Total cost: approximately 80 bucks plus cost of light bulbs. zero electrical work needed. you will need to tie or zip tie the power strips into a ceiling or into a reflector of some sort.
