http://norml.org/laws/item/massachusetts-penalties-2?category_id=865 its only 0-2 years for cultivating up to 50 pounds last time I checked it said misdermeanor but now it says not classified theirs no way your gonna get charged with a felony for 2 600's.
even if you where getting 1 gpw with a 1000 w light your still not getting that unless your like that one vertical grower that got over 2 gpw. I call bushit on that one pics or it didn't happen.

i live in a 2 bedroom and use 1200w flower and 400w veg. i try staying under 2000w and its been working for me for over a year no probs. if you do it good you could yield 2lbs every harvest from 1000w Hps.

It's not so hard, imo its just creative bending. I've been doing for a year now with great sucsess. Breaking a branch, so it doesnt die isnt that hard either. It requires a bit of practise tho. Knowing when the inner stem colapses and when to squish it before bending it down. All in all, you can take what you see in vids and make your own way/technique with it. Theres no ultimate law or anything, just guidelines to how you can do it. In my grow i start tieing it down (scrooging) as early as possible, usually a week after first transplant, when i reach a certain mature age in the plant i start to "break" branches (lst). I usually shape my canapee after my growroom, keeping it low heigth. Wich is doable with my current technique. In ligth of all thats been talked about, i would suggest to mix up your ligth spectrum to get the most out of your plants. I mix a bit of blue in with all the red to get a better harvest, work for me 
I recommend growing a "normal" batch first with a couple extra plants to experiment on
