How many plants can I have again?

So I can have 5 plants flowering (mature), 3 plants vegging (immature), and 1 plant cloning (immature)? That is not exceeding 6 plants mature or 12 plants immature, right?

NO.

you need to look up locally what it is in your county seat.. Here locally it went from the 6/6 to just 12 total.. I think S.F allows 25 so each areas rules are set up by the local county. Each one will have different amounts and rules on what you are allowed
