Looks like nitro def to me... can you please tell us more about your plants?

What type of medium; soil or hydro?
What brand and type of soil?
Indoors or outdoors?
What strain?
How old are the plants?
What type of lights and how many watts?
How far from the lights?
What, how much and when was it fed? NPK?
What is the medium/runoff pH?
What are the temps and humidity in the room?
What size pots?
Any bugs? Look real close.
Any other pertinent info?

Having grown under 4' shop lights for decades, your plants need to be closer to the tubes, for one thing . . . I recommend moving the plants up to the light rather than moving the light down to the growth. Allows for different size plants getting equal light, under fluros.
The ends of the tubes get hot, so place vegetation accordingly.

The yellowing is lack of enough N, IMO.
I've taken to always doing a nitrogen boost feed just as I go to 12/12.
Below's a 3 week old plant grown under fluros close enough for decent growth. This is 6-7" tall.

Needs some N..soon... (you didn't say what nutes).. . as for the stretch try hanging a couple of 26 W or higher as side lights.. There are methods to slow upward growth (super cropping), but unless you've some more experience I'd not suggest that.. Good luck..
