I don't trust my government because they'll ruin my life if they find me with seeds
how can I get a seed with a PO box, and the government not finding out who I am?

Seriously? If what they say is true, anything you order with a credit card, they know about. Don't sweat it at all. They have MUCH bigger fish to fry than people buying seeds, I've been ordering seeds for close to 8 years now.
there doesn't seem to be much follow up on seed orders pinched by customs
but i understand, you want the 100% safe deal
that's not something you'll get in this hobby, the seed ordering process is probably the safest part, growing is much more fearful
if you're not afraid to grow, then a seed order shouldn't be a no go

Yea - post 9/11 and the patriot act - real identification is required to get a po box .
for a small amount of seed I wouldn't worry about it. Most they will do is confiscate at customs\border entry.
If you trying to do large orders or various sorts of contraband, well you have big problems that a PO box won't fix.
