HELP with small white spots on fan leaves

A bunch of fan leaves on one of my plants is showing these small white blotches. any idea what it is?

I get these too, I usually assume its a little dirt getting on the leaf then drying. However it could be some sort of deffciancy I am not completely sure. My plants have a few leaves like this but the buds look fine.
 
It's not spider mites that's definitely some thrip action right there.
I just had a case of those little bastards, I used a product called azamax both systemically and as a foliar spray it wiped those suckers out
I would recommend doing both because thrips are born in the soil and in the foliage they scrape away plant tissue and lay there eggs
another indication of thrips is that they will leave silvery patches on the leaves due to when they suck the sugars out of your plant air pockets will form in the leaf and give it that silver look. GOOD LUCK
(You have to be vicious and clean as thorough and often as possible they can hide in the smallest places and re-populate)
 
One picture looks like bugs definitely, but another pic looks like powdery mildew, while yet a third looks like it might just be a little nute splash...so one of those 3 depending on the angle of the picture, or if they are different plants, then one has bugs, one has powdery mildew, and another is fine, just be careful when you water...Lol. Either way this plant/plants are/is showing signs of overfert, so ease up a tiny little little bit. If it is all the same plant then it's a toss up..spider mites will make themselves known though..no way to overlook a bunch of little wispy webs everywhere...

Does Neem Oil help with this? like if I mix it in the water with the nutes and use it as a foliar spray?
 
Sorry I have never used Neem oil so I wouldn't be able to say yes but from what I have read neem oil is used as a preventative
I use Azamax at 20$ for a small bottle it cant get better than that in my opinion but there are other products that will work also including predatory insects which is obviously an organic alternative although azamax claims to be organic the way I see it if I cant go outside and find it I really don't feel comfortable in saying its completely organic but it does work well as you can use it systemically also.
