Have not followed grow for 2 years, need advise for inexpensive light

I grew with LECs in a 8 x 16 tent, few year back, however, sold all the set up and just want to grow ONE PLANT for my own small consumption in a small 3x3" tent. Since it is a small tent I don't want to go back to LEC light (too hot). but was wondering about LEDs.
I would like to keep the light set up under $200 to get approximately 10oz of quality buds from one plant.
Back when I was growing I remember all the hype was about CREE COB LEDs, I see now there are some sort of LED strips DIY? Why are they better?

315 cmh will outperform a ready to hang $200 LED fixture all day long.

3x3 ready to hang quality cob fixture more like $500

if you can DIY then start reading, strips are regarded as better because they are cheap, you can get a bunch of them and run them low without heatsinks. heatsinks for cobs are 50% of the cost. DIY set up with strips can be $0.50 a watt.

if you want a $200 400w strip build there are probably hundreds of examples in this forum.
