Well everyone has diff methods. Mine has worked about 90-95%.
Take a couple paper towels fold em over label w/ sharpie. Soak em then let extra water run off. So they should be pretty damp. Place seeds inside fold over again. Then you need somewhere dark, I use a DVD case. It's perfectly dark in there, then place on a warm source maybe ontop a tv or something, just be careful when it comes to electronics and moisture. All my seeds have cracked in 24 hrs. and tap roots show in 24-72 hrs.
EDIT: If you have a propagation mat, that works just fine for the heat source

: ) So glad I could help. Take care and good luck man : )
EDIT: Just make sure your heat source isn't toooo hot. I mean 10-20 degrees above room temp would be fine for the seeds.

Before you place your seeds in the damp paper towel you should soak them in some tepid PH correct water for 6- 12hrs. They usually float to begin with so poke them down with your finger after an hour or so and should sink if they're any good.
What I do is get some PH 6.0 water and half fill a clean opaque coffee mug. I sit the mug on my cable box or modem for and hour or so to let the water warm up. I drop my seeds in and leave them for 6-12hrs, cover the top of the mug with something to keep it dark in there.
After 6-12hrs I place them in some soaked paper towel, using the tepid water from the mug. I use a couple of saucers, one on top of the other, top one facing down against the other. This creates a nice little warm, dark, moist place. Then place the saucers back on top of your modem box and you should see shoots in another 12 - 24hrs.
Once you see the seeds split and the shoots, plant them out, with the root shoot pointing down, in some moist coco coir. Keep that soil moist and warm in a humid environment. Only bury the seed 2 - 5mm.
The seeds should crack the surface in another 12-24hrs.
This method has never failed me.
Pre soaking seeds in tepid PH correct water really speeds up the whole process.

man i just cracked em with a presoak for 24 hours then putting them in soil. in 16 ounce cups with holes poked. keep them generously wet, black, and wait a day or 2.

I put a 2nd cup over the other one to serve as a mini greenhouse.

papertowel

fold paper towel with seeds inside

wet hands with warm water and pat papertowel on bothsides... repeat till paper towel is moist and not soaked

or you can use a spray bottle... don't soak

place folded paper towel within two paper plates

place paper plate in a plastic bag.. this helps hold the moisture inside

wrap plastic bag in a sweater... this will give it the warmth and make it perfectly dark

100% germination rate if i use big, brown, well developed seeds... usually crack with a taproot within 24-48 hrs depending on room temp

There are different schools of thought about germinating seeds. I know of a really great grower that starts his seeds right in the soil they will grow in and he has tremendous luck/skill and he believes that makes for a more vibrant better growing plant.

I have always done the moist/wet paper towel thing but I use a piece of Tupperware. Normally I will have beans pop in 12 to 24 hours. If they haven’t by then when I check that lets in a little fresh air and I seal them back up and normally in another 12 to 24 hours I have popped beans.

I cannot swear this to be true but I have the opinion that regardless of what method you use unless you just screw up with it and do it all wrong you will normally get about the same rate/percentage of popped beans. I tend to believe that success at popping beans in mainly in the viability of the beans themselves and not in how you germinate them.

Take a look at the world, look at Mother Nature and consider how perennial plants of all types, and that includes pot plants, will not only survive but will thrive in anything but perfect conditions for germination. There is no one out there doing something by any guidelines or system and babying them and they can thrive all on their own.

Everyone has their own opinion and this it only mine but I say pick a system that you feel comfortable with and will be easy for you to do and then follow the basics and you will do just fine and don’t worry about searching for some Holy Grail system that will always provide you with 100% germination and ultra-vibrant plants because that just does not exist. Seed viability will always play a key role and that will always mean that at times your germination rate/percentage will be lower than other times and there is not a damn thing in the world you or anyone else can do to avoid that.

I like to place seeds in fridge for at least 24 hours, to give them a feel of wintering out the natural cold winder. Then setting out at room temp for 4 or so hours )Spring is coming), then soaking in warm water for 4 to 12 hours, then doing the paper towel thing. The paper towel & city water has chems in them. I wash the paper towel in non-chem water first, 80 degrees, and place warm towel & warm seeds on warm plate, & cover with another plate, & place in constant 80 degrees temp. I started putting the seeds/paper towels in zip lock bags, the in dark, warm spot. If you maintain an 80 degree temp, expect 80% female germ rate, if you don't let roots to feel/get confined.

Did I misunderstand something in what you said or did you mean to say that if you follow your germinating system it will turn male beans into females beans and give you 80% females even if your back of beans is maybe only 20% or 30% or 40% female to begin with?

I have bought packs of beans that in a very few cases all turned out to be females and I have bought packs of beans where only one or two turned out to be females. Percentage of females will always remain the luck of the draw and not how you germinate your beans.

ha.... thats like saying most plants grown in nice tropical weather will be female

i take it germinating is a touchy subject. lol;)
wet paper towels in a dvd case works great, its easy and almost 100% success rate. just soak the paper towels and fold them up and put the case on a warm surface and u'll be fine
