fuse size? on hlg and other leds?

up to 700w its 3amp, and if you use a 13amp fuse it can cause fires , yet a 600w hps ive always been told to use 13amp ...google says 600w exceeds the 700w so needs 13amp and that makes no sense. so i went to change my fuses to 3amp as i have some bxeb panels i fitted with 13amp as default on the plugs and notice the hlg have 13amp fitted by hlg?
do i change them to 3amp? or is there a reason for the 13?
 
3 amps is too small for 600 watts. It requires a 5 amp fuse (4.62), similarly 700 watts needs a 6 amp fuse (5+). Assuming a 120v system. If the current fuse from the manufacturer is 13 amps, I’d go with that. However, I am not an electrician, so let’s get some more input.
