He is paying for his own server and web hosting to scam people.

It looks like Dr Chronic is hosted by Griffin Internet, which may have a problem with you running attacks on their servers.

Doesn't look like anything yet, scanning for samba shares, running an nmap (basically just a scan of the system, ports, etc).

Doesn't appear he has done a single thing yet, but I'm suggesting he stops before he does something.

Well he's not doing anything harmful at this point. The server is overseas, so I don't know the legal issues with that, who knows.
