Cloning Question

I would like to find out two things.

1. How long does it take for clone cuttings to be ready for transplanting to soil?

2. Once transplanted, is it possible to start a 12/12 flowering cycle immediately?

I put my cuttings in half filled solo cups with plastic wrap covering the cups and it takes about 7-14 days to catch root and be ready for transplant. You can 12/12 but will get less yield as the plants have not had time to bulk up. I prefer 3-4 weeks veg so they go in the oven at 18 inches high (Indica's).
