Can i bud with Fluoro tubes?

I am a beginner grower with limited space and limited power. My current garden is lit by eight 20w fluoro tubes; one is warm white, one is cool white, and the other six are "plant and aquarium" bulbs which are wide spectrum, something in the 6000k. Will I be able to bud my 3' plant with these lights?

U can flower with floro's, but when it comes time for flowering u wanna use 2700K or close.

nope, you'll need at least a 400 watt light! Otherwise move them outside pronto!

you can do it, just wont yield anything impressive.

Do i want to make all 8 lights warm white?

2700k is warm white, right?

check out the pics too; any helpful input would be great as to where i should best position the lights. Four lights are above, and four lights and hung vertically.

look for the color rating...under 3000k. go to walmart if possible and they have a sticker on the front that says warmer...they give a little over 3000 lumens each and have low kelvin rating. they say like kitchen and bathroom something like that...10 bucks for 2 where i live...

So I should make all 8 lights warm? There is no need to throw in cools for balance?
