Where would be the best place to open a Medical Marijuana dispensary if you plan on being 100% transparent to city and state officials and 100% compliant with Prob 215 and SB 420?

What might be a good idea is to see what cities already have several. Los Angeles and Bay area come to mind. As you mentioned, 100% compliance and transparency is key and finding the locality that will accept you with open arms is also- otherwise you have to spend tons litigating.
