Are these Trichomes on my Seedling?

Seedlings do not have trichs. They have no need at the age of development.

Not sure what in the picture the OP is talking about but trichs form before flowering...
Trichomes come in many forms, appear on many many thousands of type of plants, and are present during most all growth periods. In cannabis the thrichomes elongate throughout the grow but are present very early. Here are trichomes on a young vegging plant:
Both the round objects as well as the more hairlike objects are trichomes.
Here is a seedling - the shiny hair like structures are trichomes.
