is it ok to use a 250 watt MH for seedlings and if so how far should i keep the bulb away from the seedlings when they sprout???

Yeah Mh will grow em just fine. People tend to start em with Flouro s cause they are cheeper an the plant dosent require alot of light when very young.
You can flower with em also if thats all you got. I mix my MH an HPS light for better spectrum, an extra UVB to make em realy white with trics.
For the distance heres a chart that shows optimun distances (4-14 inches)....
To tell if its to close use your hand to feel for heat, if you feel heat on your hand move it up.

if you are only talking about 10-20 seedlings,I would buy a few CFLs for the first week or so after they sprout.if not,I would start the MH about 2+ feet above them and move it down slowly.
like already stated, hold your hand at the top of the plants for a minute,if it is uncomfortable to the back of our hand....
