400w is good for a few plants but from my experience i would pitch in the extra cash for a 600w system if you can find one because you can always use the extra wattage and the price difference is not that much. IMHO.
it depends on the genetics of your plant. you also have some limiting factors like: cfl's and flower production. a lot of your plant's energy is going into flower production so the further you go into flowering the less growth will be seen due to allocation of resources. and the cfl's are not...
jiffy pots are just organic planters you put soil in but the roots can grow thru them so you don't really have to transplant just put the whole thing in a bigger pot. kinda like rockwool: you put the little 1/4 sized ones into the bigger ones. same principal just with soil is all.
i have used both jiffy pods and rockwool personally so i can vouch for them both! i guess if you are going soil, it would be better to start them in this type of medium... good call cheech

no ballast! cfl's have them built in. that is a mogul based light. most house lights are medium base. just get a mogul base socket or a medium to mogul converter and it will work fine. it is a $2 fix! enjoy!
they are really expensive, and too new and unproven for an ethical everyday solution. though, i do admit when the price comes down and the tech advances they could be a pot growers paradice. it is definitly something to keep an eye out on!
