Actually we don't grow pepper, tomatoes, or anything like that here in the summer as it's waaaay too hot. The tomatoes won't blossom and the pepper pollen becomes sterile because it's too hot. We usually wait till October or so to start the seeds, so they can be placed out in September. But yeah...
