If it competes with other companies then yes, i believe that minimum wage and associated costs should be paid, like any other company would be forced to do. Not having to pay your workforce a minimum wage means that they have the ability to easily outprice the competition without risk to the "business", while other businesses often sell at a price because their overheads mean that that is as cheap as they are viably able to go. Taxes are also paid on net profit are they not. So if a company can make far greater profit due to much lower overheads, then more tax is paid, which can in turn open up the door to corruption with regard to the number of these prisons and/or the number of convictions and or duration of convictions.
